These warrants are obtained through the Putnam County Circuit Court Clerk’s office and includes arrests from Algood, Cookeville, Baxter and Monterey police, the Putnam County Sheriff’s Office, the Tennessee Highway Patrol and other local law enforcement agencies. Arrests do not always lead to conviction, as that is up to the courts to decide. You will also see bond or bail amounts listed, when available. Bail is money or property forfeited to the court if an accused individual fails to appear for trial. Edwards S. Balajadia, 38, of Cookeville, was arrested by CPD and charged with domestic assault, evading arrest and violation of bond conditions May 13. Bail was set at $20,000 and he is to appear in court June 22.
Ruben P. Ortega, 36, of Cookeville, was arrested by CPD and charged with DUI and driving while license suspended May 13. Bail was set at $3,000 and he is to appear in court June 22.
Edgar Giovanni Reyes Perez, 22, of Cookeville, was arrested by CPD and charged with resisting stop, frisk, halt, arrest or search and shoplifting May 13. Bail was set at $850 and he is to appear in court June 22.
Cameron Swanson, 25, homeless, was arrested by CPD and charged with public intoxication and resisting stop, frisk, halt, arrest or search May 13. Bail was set at $2,851.50 and he is to appear in court June 22.
Julie Michelle Ward, 35, of Cookeville, was arrested by CPD May 13 and charged with fraudulent use of a credit card between Jan 8 and 9. Bail was set at $1,000 and she is to appear in court June 22.
William Morgan Raney, 25, of Algood, was arrested by CPD and charged with two counts of aggravated assault and public intoxication May 14. Bail was set at $90,000 for the aggravated assault charges and $351.50 for the public intoxication and he is to appear in court June 22.
Ricky G. Lee, 56, homeless, was arrested by CPD and charged with public intoxication May 14. Bail was set at $351.50 and he is to appear in court June 22.
Ty D. Stephens, 27, of Cookeville, was arrested by PCSO and charged with domestic assault May 14. Bail was set at $5,000 and he is to appear in court June 22.
Casey J. Sircy, 52, of Cookeville, was arrested by PCSO and charged with domestic assault and interference with an emergency call May 14. Bail was set at $2,050 total and he is to appear in court June 22.
James D. Keagle, 38, of Cookeville, was arrested by CPD and charged with suspended driver license and simple possession May 17. Bail was set at $4,000 and he is to appear in court June 22.
Travis M. Rice Jr., 42, of Crossville, was arrested by Monterey Police and charged with possession of stolen property and driving while license revoked May 16. Bail was set at $15,500 and he is to appear in court June 15.
Hector Paz-Orozco, age unknown, homeless, was arrested by CPD and charged with public intoxication May 14. Bail was set at $351.50 and he is to appear in court June 22.
Heather S. Hayes, 30, of Cookeville, was arrested by CPD and charged with domestic assault May 15. Bail was set at $5,000 and she is to appear in court June 22.
Shantelle Lacray Randolph, 44, of Baxter, was arrested by CPD May 16 and charged with theft of property that occurred between May 3-4. Bond was set at $25,000 and she is to appear in court June 15.
Michael L. Vernon, 51, of Cookeville, was arrested by Monterey Police and charged with two counts of possession of methamphetamine, possession of drug paraphernalia and driving while license suspended May 18. Bail was set at $53,500 and he is to appear in court June 22.
Jesse M. Maynard, 37, of Rickman, was arrested by CPD and charged with public intoxication May 17. Bail was set at $351.50 and he is to appear in court June 22.
Christian C. Alvarez, 25, of Antioch, was arrested by CPD and charged with driving on a suspended license May 15. Bail was set at $1,500 and he is to appear in court June 22.
David Lynn Gilbert, 41, of Cookeville, was arrested by PCSO and charged with resisting stop, frisk, halt, arrest or search – prevention or obstruction of service of legal writ or process May 15. Bail was set at $2,000 and he is to appear in court June 22.
Demarcus Leeron Golphin, 37, of Antioch, was arrested by PCSO and charged with driving on revoked May 16. Bail was set at $800 and he is to appear in court June 15.
John Doe, age unknown, city unknown, was arrested by CPD and charged with public intoxication May 16. Bail was set at $352 and he is to appear in court June 15.
Candy Lea Woodruff, 41, of Cookeville, was arrested by CPD May 5 and charged with theft of property – conduct involving merchandise from April 28. Bail was set at $2,500 and she is to appear in court June 22.
Jerry Allan Sparks, 51, homeless, was arrested by PCSO and charged with violating community supervision May 15. Bond was set at $10,000 and he is to appear in court June 22.
Jeramie Dean Dillon, 42, of Cookeville, was arrested by PCSO and charged with violation of sex offender registry May 15. Bail was set at $10,000 and he is to appear in court June 22. He was also arrested by CPD and charged with resisting stop, frisk, halt, arrest or search May 15. Bail on that charge was set at $1,200.
Cody Skinner, 29, homeless, was arrested by CPD and charged with public intoxication May 18. Cash bond of $351.50 was posted and he is to appear in court June 22.
Toby K. Penticuff, 31, of Cookeville, was arrested by PCSO and charged with resisting stop, frisk, halt, arrest or search May 18. Bail was set at $1,500 and he is to appear in court June 22.
Donna Niesent, 36, of Monterey, was arrested May 18 by PCSO and charged with unlawful practice and business of law from incidents that occurred Feb. 10 and 27. Bond was set at $2,500. No court information was available.
Frankie Lewallen Lapeer Jr., 61, homeless, was arrested by CPD and charged with public intoxication May 18. Cash bond of $351.50 was posted and he is to appear in court June 22.
Tommy R. Hammons, 39, homeless, was arrested by CPD and charged with public intoxication and resisting stop, frisk, halt, arrest or search May 18. Bail was set at $1,351.50 and he is to appear in court June 22.
Julian Lopez Diaz, 34, of Cookeville, was arrested by PCSO and charged with DUI, no driver license, open container, financial responsibility and failure to stop at a stop sign and maintain lane May 18. Bail was set at $4,300 and he is to appear in court June 22. 
McKinsey Stamps, 26, of Cookeville, was arrested by CPD and charged with introduction or possession of weapons, explosives, intoxicants or drugs into a penal institution and unlawful carrying or possession of a weapon May 20. Bail was set at $84,000 and she is to appear in court June 22.
Timothy Michael Lynch, 31, of Cookeville, was arrested by CPD May 19 and charged with sexual exploitation of a minor from February 2026. Bail was set at $90,000 and he is to appear in court June 29.
Philip Harrison, 44, of Gallatin, was arrested by CPD and charged with driving while license suspended, possession of drug paraphernalia and burglary of a motor vehicle May 19. Bail was set at $13,000 and he is to appear in court June 22.
Shelby Flatt, 27, of Cookeville, was arrested by CPD and charged with manufacture, delivery, sale or possession of methamphetamine, possession of a firearm during the commission of a dangerous felony, driving while in possession of methamphetamine, unlawful drug paraphernalia possession and manufacture, delivery, sale or possession of fentanyl May 20. Bail was set at $144,000 and she is to appear in court June 22.
Tina Blackwell, 35, of Cookeville, was arrested by CPD and charged with public intoxication and violation of order of protection May 19. Bail was set at $3,051.50 and she is to appear in court June 22.
Brent G. Bumgarner, 65, of Cookeville, was arrested by CPD and charged with domestic assault May 19. Bail was set at $2,900 and he is to appear in court June 22.
Charles Martin Davis, 20, of Monterey, was arrested by Monterey Police May 18 and charged with financial exploitation of an elderly adult over $10,000 and theft over $10,000 from May 11-26. Bond was set at $85,000 and he is to appear in court June 29.
Christopher I. Bruce, 20, of Baxter, was arrested by PCSO and charged with violation of an order of protection or restraining order May 18. Bond was set at $150,000 and he is to appear in court June 29.
