Weekly Warrants 4-24-26

These warrants are obtained through the Putnam County Circuit Court Clerk’s office and includes arrests from Algood, Cookeville, Baxter and Monterey police, the Putnam County Sheriff’s Office, the Tennessee Highway Patrol and other local law enforcement agencies. Arrests do not always lead to conviction, as that is up to the courts to decide. You will also see bond or bail amounts listed, when available. Bail is money or property forfeited to the court if an accused individual fails to appear for trial. A judge makes the ultimate determination as to whether an individual can be released on bail and how much that bail amount is. A bond is an agreement between the court and a defendant that secures the release of the defendant before trial and includes several types, such as secured and unsecured bonds, partially-secured bonds, percentage bonds and surety bonds. A judge makes the ultimate determination of what terms are outlined in the bond agreement. Each amount differs by jurisdiction. Keith Houston Anderson, 53, of Cookeville, was arrested by the PCSO and charged with violating the sex offender registry April 15. Bond was set at $10,000 and he is to appear in court May 18.

Derrick Dulworth, 37, homeless, was arrested by CPD and charged with violating the Equal Access to Public Property Act of 2012 – protection of state property April 15. Bail was set at $8,000 and he is to appear in court May 18.

Tommy R. Hammons, 39, homeless, was arrested by CPD and charged with public intoxication April 15. Bail was set at $351.50 and he is to appear in court May 18.

Danny Ray Hutchison, 62, of Baxter, was arrested by the THP and charged with driving under the influence and open container April 15. Bail was set at $2,000 and he is to appear in court May 29.

Sayaming A. Kanjanabout, 36, of Cookeville, was arrested by PCSO and charged with aggravated assault and simple assault April 15. Bail was set at $34,000 and he is to appear in court May 18.

Christopher Kowalski, 35, of Cookeville, was arrested by CPD and charged with public intoxication April 15. Bail was set at $351.50 and he is to appear in court May 18.

Jazmine Mendez, 18, of Cookeville, was arrested by CPD and charged with aggravated assault April 15. Bail was set at $30,000 and she is to appear in court May 18.

Marcel T. Ngo, 33, of Cookeville, was arrested by PCSO and charged with driving on suspended license and simple possession April 15. Bail totals $7,500 and he is to appear in court May 18.

Robert Anthony Noe, 49, of Smithville, was arrested by CPD and charged with public intoxication April 15. Bail was set at $351.50 and he is to appear in court May 18.

Cody Skinner, 29, homeless, was arrested by CPD and charged with public intoxication April 15. Bail was set at $351.50 and he is to appear in court May 18.

Corey Lee Smithson, 24, of Bloomington Springs, was arrested by PCSO and charged with 10 counts of assaulting a first responder March 28. Bail totals $100,000 and he is to appear in court April 18.

Clifford Steven Thorpe, 53, homeless, was arrested by PCSO and charged with violating hte sex offender registry April 15. Bond was set at $10,000 and he is to appear in court May 18.

Cameron Swanson, 25, of Cookeville, was arrested by CPD and charged with criminal impersonation and public intoxication April 15. Bail was set at $1,351.50 and he is to appear in court May 18.

Misty L. Crabtree, 44, of Livingston, was arrested by CPD and charged with domestic assault April 16. Bond was set at $5,000 and she is to appear in court May 18.

Noah Jalil Muhammad, 27, of Cookeville, was arrested by CPD and charged with aggravated domestic assault April 18. Bail was set at $50,000 and he is to appear in court May 18.

Angellica Flowers, 30, of Cookeville, was arrested by CPD and charged with domestic assault April 17. Bail was set at $2,000 and she is to appear in court May 18.

Michael George Bickham, 59, homeless, was arrested by CPD and charged with public intoxication April 18. Bail was set at $352 and he is to appear in court May 18.

George R. Edwards, 29, homeless, was arrested by CPD and charged with criminal trespass April 18. Bail was set at $300 and he is to appear in court May 18.

Jose Daniel Escobar, 23, of Monterey, was arrested by CPD and charged with simple assault April 17. Bail was set at $1,000 and he is to appear in court May 18.

Daniel Ashton Gilley, 20, of Cookeville, was arrested by PCSO and charged with driving on suspended license and underage consumption April 19. Bail was set at $3,300 and he is to appear in court May 18.

Tommy R. Hammons, 39, of Celina, was arrested by the PCSO and charged with criminal trespass April 18. Bail was set at $10,000 and he is to appear in court May 18. Hammons was also arrested April 21 by CPD and charged with public intoxication. Cash bond was set at $351.50 and he is to appear in court June 1.

Eric Randal Jacob, 44, of Colorado, was arrested by the PCSO and charged with criminal trespass April 19. Bail was set at $1,000 and he is to appear in court May 18.

John Lake, 41, of Sparta, was arrested by CPD and charged with driving on suspended license and drug paraphernalia April 17. Bail was set at $2,500 and he is to appear in court May 18.

Jose L. Pascual, 40, of Cookeville, was arrested by CPD and charged with public intoxication April 17. Bail was set at $351.50 and he is to appear in court May 18.

Chad D. Phillips, 37, homeless, was arrested by Monterey Police and charged with evading arrest and resisting arrest April 19. Bail was set at $3,500 and he is to appear in court May 18.

Mark Anthony Poston, 55, homeless, was arrested by the PCSO and charged with violation of community supervision with criminal offense and sexual offender registration form violation April 19. Bond was set at $28,000 and he is to appear in court May 18.

Craig T. Underwood, 35, homeless, was arrested by CPD and charged with public intoxication April 18. Bond was set at $351.50 and he is to appear in court May 18.

Kamron Russell, 36, of Cookeville, was arrested by CPD and charged with driving while license revoked April 21. Bail was set at $750 and he is to appear in court June 1.

Tracy S. Mullins, 63, of Cookeville, was arrested by PCSO and charged with unlawful possession of a firearm by a convicted felon April 16. Bail was set at $62,000 and she is to appear in court June 1.

Oliver Dao, 22, of Cookeville, was arrested by CPD April 20 and charged with rape from accusations reported in Nov. 3, 2025. Bond was set at $90,000 and he is to appear in court June 1.

Sharon Brunson, 65, of Nashville, was arrested by CPD and charged with two counts of assault against a first responder April 20. Bond was set at $7,000 and she is to appear in court May 18.

Christian Gibbs, 30, of Cookeville, was arrested by CPD and charged with resisting stop, frisk, halt, arrest or search, open container and simple possession of methamphetamine April 21. Bail totals $4,500 and he is to appear in court May 18.

William Hancock, 26, of Cookeville, was arrested by CPD and charged with domestic assault April 21. Bail was set at $5,800 and he is to appear in court May 18.

Seneca Read, 46, of Cookeville, was arrested by CPD and charged with domestic assault April 21. Bail was set at $2,500 and he is to appear in court June 1.

Preston Barlow, 34, of Moss, was arrested by CPD and charged with manufacture, delivery, sale or possession of methamphetamine, possession of fentanyl, drug paraphernalia, driving while in possession of methamphetamine and tampering with evidence April 22. Bail was set at $179,900 and he is to appear in court June 1.

Alayna Bilbrey, 25, of Allons, was arrested by CPD and charged with possession of fentanyl, simple possession of methamphetamine and tampering with evidence April 22. Bail was set at $106,100 and she is to appear in court June 1.

George Edwards, 29, homeless, was arrested by CPD and charged with public intoxication and drug paraphernalia April 21. Bail was set at $1,351.50 and he is to appear in court June 1.

James Michael Richmond, 40, of Hilham, was arrested by CPD April 22 and charged with theft of property from an incident that occurred Jan. 6, 2026. Total bond was set at $1,200 and he is to appear in court June 1.
