SIDEWALK OBSTRUCTION LEADS TO ARREST
PUTNAM COUNTY, TN— On Sunday, April 19, 2026, Putnam County Sheriff’s Office Deputies
made contact with an individual impeding the sidewalk in front of Big Lots on S Jefferson Ave.
Deputies were dispatched to the area to deal with a homeless issue and made contact with Shawna Mar-
tin.
Martin was determined to be impeding the sidewalk and had numerous items of litter thrown around her
“campsite”. The result of the encounter was Martin being placed under arrest for Obstructing a High-
way or Passageway per TCA 39-17-307 and Littering.
Shawna Martin is being held on a $5,000 bond at the PCSO jail.
