Warrants this week

These warrants are obtained through the Putnam County Circuit Court Clerk’s office and includes arrests from Algood, Cookeville, Baxter and Monterey police, the Putnam County Sheriff’s Office, the Tennessee Highway Patrol and other local law enforcement agencies. Arrests do not always lead to conviction, as that is up to the courts to decide. You will also see bond or bail amounts listed, when available. Bail is money or property forfeited to the court if an accused individual fails to appear for trial. A judge makes the ultimate determination as to whether an individual can be released on bail and how much that bail amount is. A bond is an agreement between the court and a defendant that secures the release of the defendant before trial and includes several types, such as secured and unsecured bonds, partially-secured bonds, percentage bonds and surety bonds. A judge makes the ultimate determination of what terms are outlined in the bond agreement. Each amount differs by jurisdiction. Billy Joe Stinson, 46, of Byrdstown, was arrested by the PCSO and charged with violating body conditions April 6. Bond was set at $10,000 and he is to appear in court May 11.

Floyd Smith, 46, of Baxter, was arrested by the PCSO and charged with manufacture, delivery, sale or possession of methamphetamine, unlawful drug paraphernalia uses and activities, simple possession or casual exchange, failure to maintain lane and financial responsibility law April 8. Total bail was set at $39,000 and he is to appear in court May 11.

Randy J. Rainbolt, 26, of Illinois, was arrested by the THP and charged with DUI, implied consent, drivers to exercise due care and use of a hand-held device prohibited while driving April 3. Total bond was set at $2,000 and he is to appear in court May 11.

David G. Purkey, 60, of Gainesboro, was arrested by CPD and charged with manufacture, delivery, sale or possession of methamphetamine and drug paraphernalia April 8. Total bail was set at $36,500 and he is to appear in court May 11.

Shawn Mahaffey, 38, of Cookeville, was arrested by CPD and charged with two counts of vandalism April 7. Bail was set at $13,000 total and he is to appear in court May 11.

Alton L. Cohea, 43, of Cookeville, was arrested by the PCSO and charged with resisting stop, frisk, halt, arrest or search, evading arrest, unlawful drug paraphernalia uses and activities and introduction or possession of weapons, explosives, intoxicants or drugs into a penal institution April 8. Bail was set at $34,000 total and he is to appear in court May 11.

Robert L. Bigbee, 44, of Cookeville, was arrested by the PCSO and charged with public intoxication April 8. Bail was set at $351.50 and he is to appear in court May 11.

Thomas R. Bohannon 7th, 52, of Cookeville, was arrested by CPD and charged with three counts of assault April 8. Total bond was set at $8,500 and he is to appear in court May 11.

Steven Vickers, 69, of Cookeville, was arrested by CPD and charged with public intoxication April 9. Cash bond of $352 was posted and he is to appear in court May 11.

Triston B. Stone, 21, of Bloomington Springs, was arrested by CPD and charged with public intoxication April 9. Bail was set at $351.50 and he is to appear in court May 11.

Annabelle Lela Smith, 20, of Cookeville, was arrested by CPD and charged with simple assault April 10. Bail was set at $2,500 and she is to appear in court May 11.

Tara Manier Rogers, 45, of Bloomington Springs, was arrested by the PCSO and charged with manufacture, sell, delivery of fentanyl, driving while revoked and unlawful drug paraphernalia uses and activities April 9. Bail was set at $43,500 and she is to appear in court May 11.

Dominic M. Huitz, 19, of Mount Juliet, was arrested by CPD and charged with public intoxication April 9. Bail was set at $351.50 and he is to appear in court May 11.

Miranda Jiguan Kenneth Gudiel, 23, of Monterey, was arrested by Monterey Police and charged with driving with no driver license and leaving the scene of an accident April 9. Bail was set at $3,000 and he is to appear in court May 11.

George R. Edwards, 29, homeless, was arrested by CPD and charged with criminal trespass April 9. Bail was set at $1,000 and he is to appear in court May 11.

Altie Kenneth Drashner, 49, homeless, was arrested by CPD and charged with public intoxication April 9. Cash bond of $352 was posted and he is to appear in court May 11.

Randi Lois Dodd, 44, of Dickson, was arrested by the PCSO and charged with manufacture, delivery, sale or possession of methamphetamine April 10. Bail was set at $65,000 and she is to appear in court May 11.

Jonathan Steven Dickson, 50, of Cookeville, was arrested by the PCSO and charged with manufacture, delivery, sale or possession of methamphetamine April 10. Bail was set at $65,000 and he is to appear in court May 11.

Antondra Jantay Bryant, 28, of Goodlettsville, was arrested by CPD and charged with theft of property July 7, 2025. Bond was set at $10,000 and she is to appear in court May 11.

Kaitlyn Dawn Brown, 22, of Cookeville, was arrested by CPD and charged with public intoxication April 10. Bail was set at $351.50 and she is to appear in court May 11.

Hayden Andrew Bilbrey, 21, of Cookeville, was arrested by CPD and charged with driving under the influence April 10. Bail was set at $1,500 and he is to appear in court May 11.

Victor Garcia-Velasco, 19, of Cookeville, was arrested by CPD and charged with domestic assault April 13. Bail was set at $1,500 and he is to appear in court May 18.

Leonardo Soto, 23, of Cookeville, was arrested by CPD and charged with domestic assault April 13. Bail was set at $6,000 and he is to appear in court May 18.

Juan Miguel Gilberto, 37, of Cookeville, was arrested by CPD and charged with simple assault April 13. Bail was set at $1,700 and he is to appear in court May 18.

Anthony James Belcher, 54, of Virginia, was arrested by Monterey Police and charged with felony fugitive from justice, theft/possession of a stolen vehicle, theft/possession of stolen license plate, tampering with or fabricating evidence, manufacture, delivery, sale or possession of methamphetamine, resisting stop, frisk, halt, arrest or search – prevention or obstruction of service of legal writ or process, driving on suspended driver license, unlawful drug paraphernalia uses and activities and unlawful removal of registration decal or plate April 13. Bail was set at $78,000 total and he is to appear in court May 18.

Matthew Ashton Ramirez, 29, of Cookeville, was arrested by CPD and charged with driving under the influence April 13. Bond was set at $2,100 and he is to appear in court May 18.

Christopher C. Kowalski, 26, of Crossville, was arrested by CPD and charged with driving on a revoked driver license April 12. Bail was set at $3,000 and he is to appear in court May 11.

Miguel Humberto Jr., 24, of Monterey, was arrested by CPD and charged with driving under the influence and implied consent April 15. Bail was set at $2,500 and he is to appear in court May 18.

Adan R. Ramirez, 20, of Maryville, was arrested by CPD and charged with public intoxication and underage consumption April 15. Bail was set at $1,851 and he is to appear in court May 18.

Myles Peter Stekl, 40, of Algood, was arrested by Algood Police and charged with driving under the influence, implied consent, resisting stop, frisk, halt, arrest or search – prevention or obstruction of service of legal writ or process, simple possession and unlawful drug paraphernalia uses and activities April 14. Bail was set at $6,100 and he is to appear in court May 18.

Michael George Bickham, 59, homeless, was arrested by Algood Police and charged with disorderly conduct April 14. Bail was set at $700 and he is to appear in court May 18.
