OPERATION “SPRING CLEAN UP”
PUTNAM COUNTY, TN— Sheriff Eddie Farris announced today the successful launch of a county-
wide drug enforcement operation titled “Spring Clean Up.” This operation follows months of in-depth
investigations conducted by the Putnam County Sheriff’s Office (PCSO) Narcotics Division. This opera-
tion was executed by PCSO, the Tennessee Bureau of Investigation (TBI), the Drug Enforcement
Agency (DEA), the Tennessee Department of Corrections (TDOC) and the High Intensity Drug Traf-
ficking Areas (HIDTA) task force.
On Monday, April 13, 2026, the Putnam County Grand Jury indicted multiple individuals on a range of
felony drug charges.
“This operation reflects the hard work of our Narcotics Division over the past several months. We ap-
preciate the assistance of our partners at TBI, DEA, TDOC, and HIDTA in helping execute these arrest
warrants safely and effectively,” said Sheriff Farris. “At the end of the day, our focus remains on keep-
ing Putnam County safe and disrupting the flow of these illegal narcotics into our community.”
Today, on April 16, multiple active arrest warrants were served on multiple individuals living in Putnam
County. 14 individuals were charged, and several types of illegal narcotics were discovered and seized
during these investigations.
The following subjects were arrested and charged:
• Gina Lynnette Dunn – Age 54, charged with Manufacture, Delivery, Sell of Methampheta-
mine. Dunn has a bond set at $100,000 and a court date of May 21, 2026. She has a history of 1
prior arrest in Putnam County.
• Robert Allen Fahey – Age 67, charged with 6 counts of Manufacture, Deliver, Sell of Metham-
phetamine. Fahey has a bond set at $150,000 and a court date of May 21, 2026. He has no prior
arrests in Putnam County.
• Cynthia Ann Flanigan – Age 48, charged with Maintaining Dwelling for Drug Use. Flanigan
has a bond set at $40,000 and a court date of May 21, 2026. She has a history of 13 prior arrests
in Putnam County.
• Cynthia May Irick – Age 43, charged with 2 counts of Manufacture, Delivery, Sell of Metham-
phetamine. Irick has a bond set at $100,000 and a court date of May 21, 2026. She has a history
of 10 prior arrests in Putnam County.
• Brandon Luke Jones – Age 43, charged with 5 counts of Possession of a Firearm During the
Commission of a Felony; 5 counts of Possession of a Firearm by a Convicted Felon; Manufac-
ture, Delivery, Sell of Methamphetamine; and Manufacture, Delivery, Sell of Schedule VI

Drugs. Jones has a bond set at $500,000 and a court date of May 21, 2026. He has a history of
19 prior arrests in Putnam County.
• Mark Edward King – Age 62, charged with 6 counts of Manufacture, Delivery, Sell of Meth-
amphetamine. King has a bond set at $200,000 and a court date of May 21, 2016. He has a his-
tory of 20 prior arrests in Putnam County.
• John Howard McClellan – Age 56, charged with 2 counts of Manufacture, Delivery, Sell of
Methamphetamine. McClellan has a bond set at $150,000 and a court date of May 21, 2026. He
has a history of 3 prior arrests in Putnam County.
• Kevin Darrell Otey – Age 46, charged with 4 counts of Manufacture, Delivery, Sell of Cocaine;
Possession of Cocaine; Manufacture, Delivery, Sell of Schedule VI Drugs; Possession of a Fire-
arm by a Convicted Felon; and Possession of a Firearm During the Commission of a Felony. He
has a bond set at $500,000 and a court date of May 21, 2026. He has a history of 2 prior arrests
in Putnam County.
• Ariel Oteniel Pena – Age 35, charged with Manufacture, Delivery, Sell of Cocaine and 8 counts
of Possession of Cocaine. Pena has a bond set at $500,000 and a court date of May 21, 2026. He
has a history of 1 prior arrest in Putnam County.
• Makenzie Grace Porter – Age 26, charged with 3 counts of Possession of Cocaine. Porter has
a bond set at $200,000 and a court date of May 21, 2026. She has no prior arrests in Putnam
County.
• Dailon Matthew Sellers – Age 41, charged with Manufacture, Delivery, Sell of Methampheta-
mine. Sellers has a bond set at $75,000 and a court date of May 21, 2026. He has a history of 1
prior arrest in Putnam County.
The following subjects were already incarcerated and additionally charged with:
• Christopher Scott Mayberry – Age 39, charged with Manufacture, Delivery, Sell of Metham-
phetamine. Mayberry has a bond set at $100,000 and a court date of May 21, 2026. He has a
history of 10 prior arrests in Putnam County.
• Rhonda Marie Tatro – Age 49, charged with Manufacture, Delivery, Sell of Methampheta-
mine; Manufacture, Delivery, Sell of Fentanyl; and Possession of Fentanyl. Tatro has a bond set
at $100,000 and a court date of May 21, 2026. She has a history of 14 prior arrests in Putnam
County.
The following were found to have active warrants, unrelated to the indictments, during this operation:
• Monica Nicole Tam – Age 28, charged with Failure to Appear (FTA) Simple Possession; FTA
Driving Without a License; FTA Financial Responsibility Law; FTA Registration Expired. Tam
is being held without a bond.
